| 内容記述 | 本研究では、エンパワーメントの概念、日本の研究現状、評価指標について概観し、エンパワーメントを支援する方法論について文献レビューを踏まえて考察した。エンパワーメントの概念は様々な言葉で表現されているが、人々が他者との相互作用を通して、自ら最適な状況を主体的に選ぴとり、その成果に基づくさらなる力量を獲得していくプロセスと定義することができた。このことは個人にも、集団にも、地域にも共通している。評価の視点からいえば、エンパワーメントのプロセスは結果ともいえる。つまり、ある特定の状況下におけるその一時点は、エンパワーメントのプロセスにおける結果を示しており、さらなるエンパワーメントへと漸進していく際の通過点と考えられるからである。その通過点を評価することが結果の評価につながると考えられる。しかし、日本の研究状況からは、エンパワーメントの評価指標や評価測定にはさらに研究の積み重ねが必要であることが示唆された。また、個人・集団・地域のエンパワーメントを支援するための理念は、1)住民第一主義(PeopleFirst) 2)情報提示と本人の意志決定(Informed.ChoiCe) 3)専門家が住民の行動に価値をつけて判断しない(NonJudgement with Value) の三点である。エンパワーメントがより推進されるためには、住民同士の相互学習や住民参加が保障され、エピデンスに基づいた実践的な保健活動が展開される必要がある。また、住民と行政がそれぞれの責任と権利を共有し、協働することが相互のエンパワーメントを高めるという考え方に立脚した、バラダイムシフトが不可欠であることが示唆された。 | |||||||||

| 内容記述 | By this research, the concept of empowerment, the present condition of the research in Japan and the evaluation index were surveyed, and the methodology which supports empowerment was considered. The concept of empowerment is expressed by various ways. In one’s life, the concept of empowerment is to be said that it is a process to choose and determine the best situation by oneself through an interaction with the others. This is common to the individual, to the group and also community. From the present research situation of Japan, further endeavor of research is unavoidable for the evaluation index or evaluation measurement of the empowerment. Moreover, there are three points of the idea for supporting the empowerment of an individual, of a group and of a community are ; 1) People First, 2) Informed Choice, and 3) Non Judgement with Value. In order to promote empowerment more, residents' mutual study and citizens' participation in municipal affairs are to be secured, and the practical health activity based on evidence is required. Moreover, it was suggested that the paradigm shift is indispensable; which stands on the idea that sharing the responsibility and the right, and collaborating between residents and administration would raise mutual empowerment. | |||||||||
