| 内容記述 | 地震等の災害時に倒壊家屋の下敷きになった人々の救助は防災上、重要な課題である。本研究では地震などにより倒壊建物の中に閉じ込められた人を探査、救助するための機器を開発するために、阪神・淡路大震災で実際に救助にあたった消防害員、住民、救助された方々に、救助現場に駆けつけるまでの状況とその現場の状況、救助の方法、救出後の対応に関してアンケート調査とヒアリングを行った。そして、探査、救助機器が備えるべき条件を明らかにするための整理、考察を行った。その結果、救助活動を行うための資機材が非常に不足していたこと、救助現場はほこりがひどく足場が悪いなどいろいろと過酷な環境にあり、救助機器はこれらの状況を考慮して開発することが必要であることなどが明らかとなった。なお、本研究は1997年4月より神奈川県企画部科学技術政策室が助成して民間会社、大学、自治体が協同で、研究を行っている産学公地域総合研究「災害時の救援技術高度化に関する研究」の一環として行われたものをとりまとめたものである。 | |||||||||

| 内容記述 | It is an important problem of disaster mitigation to search and to rescue persons buried alive in collapsed buildings in disasters. To develop useful search & rescue devices and instruments, we did a questionnaire and hearing to the firemen and inhabitants who have experiences of search & rescue in the Great Hanshin-Awaji Earthquake Disaster. As a result, it has become clear that rescue operations were blocked by various factors. Especially, shortage of rescue persons, instruments and devices affected rescue operations. It is necessary to reflect lessons of earthquakes to develop rescue devices and instruments. This research is a part of ac collaborative research begun in 1997 among industries, universities and municipality supported finacially by Kanagawa Prefecture, whose title is ‘Development Research of High Level Search & Rescue Technology for Disasters' . | |||||||||
