| 内容記述 | 犯罪都市として悪名高かったニューヨーク市で近年、急速に治安が向上しているという事実は、日本のマスコミでもたびたび報じられているところであるが、その背景の一つをなしている防犯対策にGISが貢献していることはあまり知られていない。本稿は、ニューヨーク市における近年の犯罪発生動向と犯罪防止策を概観し、警察活動へのGISの応用例を紹介したものである。まず、ニューヨーク市内での犯罪発生率の推移を統計分析すると、ジュリアーニ市長が就任した1994年以降に急減しており、これは同市長が推進した防犯対策の効果とみられる。その対策の一つの柱をなすCOMPSTATと呼ばれる犯罪統計解析では、GISが活用されている。こうした警察活動へのGISの応用は、ニューヨーク市のみならず北米の多くの都市で試みられており、そのためのパッケージ・ソフトも多数開発されている。そのうち本稿では、GISを用いて犯罪多発地区を検出して可視化するための手法をいくつか紹介した。それらはGISと空間分析手法とを組み合わせた汎用性の高いもので、犯罪のみならず種々の都市問題の解決を支援するツールとなる可能性がある。 | |||||||

| 内容記述 | Whereas New York City had long-standing and international reputation for crime, its crime rate has shown a dramatic decline since 1994. Among several factors supposedly influenced on this (e.g.，economic conditions，demographic shifts), the most essential one appears to be the crime control strategy adopted by the New York City Police Department (NYPD) on the initiative of Mayor Giuliani. The new strategy of NYPD has been known as COMPSTAT (computerized crime statistics) in which GIS plays a key role. The aim of this paper is to outline the recent trend of crime and policing in New York City focusing on the applicability of GIS to crime prevention. According to the FBI's Uniform Crime Reports, the number of crimes in New York City reduced more than 40% from 1993 to 1997. As a result, New York City's total crime per 100,000 people ranked last among the ten largest U.S. cities in 1997. Change in the distribution of crime occurrence within the city shows that the number of crimes has declined in the whole area of New York City. Because of the correspondence between the period of this dramatic decline of crime incidence and the NYPD's practice of crime control, the crime reduction in this period can be mainly attributed to the strategy of the police department. In the practice of COMPSTAT, GIS has been used as a tool for mapping and analyzing crime patterns. Such an application of GIS to policing is not limited to NYPD but various packages for crime mapping have been developed and used in North American cities. The author introduced several methods for detecting the hot spot of crime occurrence used in this kind of packages (e.g.， STAC). Since these methods are entirely based on the integration of GIS and spatial analysis, they are also applicable to a variety of urban problems. | |||||||
