人口密集地域の直下で発生したM7.2の1995年兵庫県南部地震(1月17日午前5時46分)は、神戸市を中心として、阪神・淡路地域において極めて大規模な人的、物的被害を与えた。災害に備え、同じ被害を二度と発生させないために、多くの研究者は、今回の地震災害、震災対応などに対して、様々な角度から調査、研究を行っており、震災に関する情報が多く報告されている。しかし一方では、今までの震災や、調査報告は、その内容がほとんど被害の大きい地域に関するものであり、被害規模が相対的に小さい地域に関する報告が比較的少ない。例えば大阪府のような被災周辺地域の被害については、せいぜいトータル的な人的被害と物的被害の集計値を報じ、被害内訳に関する比較的詳細な報告が少ないと思われる。このことは、大阪府などのような被災周辺地域における被害の数告は、神戸市、西宮市、芦屋市などの大規模被災に比べて、その規模が小さいために生じた調査、報告の偏りであると考えられる。しかしながら、災害の全体像を把握するためには、被害の波及範囲の究明が重要であり、震災周辺地域における被災様態に対する調査は不可欠と考える。また、被害規模が比較的小さい地域に対する調査、分析は、重大な被害を受けた地域に対する相対的・副次的現象、また、見落としやすい現象や、被災者及び避難者の実状などの掌握の補充に寄与するものと考えられる。本論文は、大阪府内の主な被災地である豊中市において発生した家屋被害、ライフライン・道路の被害、また人的被害及び避難者の実態などにつてまとめたものである。 |

An earthquake with a magnitude of 7.2 which occurred right under the densely populated area in the southern part of Hyogo Prefecture in 1995 (at 5:46 a.m. on January 17) caused extremely heavy human damage and material damage to the Hanshin-Awaji area including the City of Kobe in its center. Many researchers have made investigations and studies on the damage caused by this earthquake and on the measurers against earthquake diasters from various points of view，for the purpose of preparing for disasters and preventing such damage from being caused again，and a lot of information about this earthquake disaster have been reported. However，the contents of almost of the reports of the investigations presented so far only relate to the areas which suffered heavy damage，and the reports on the areas which suffered less damage are comparatively rare. For example，as to the damage of such areas as Osaka Metropolitan Prefecture，etc.，which are located around the stricken district，only the categorized totals of human damage and material damage were reported，and it seemed that comparatively detailed reports on the itemized data of the damage were few. This seems to indicate that the investigations and the reports are biased only because the damage in such areas as Osaka Metropolitan Prefecture，etc.，which are located around the stricken district，was not so serious compared to the heavy damage in such cities as Kobe，Nishinomiya and Ashiya. However，to grasp the whole picture of the disaster，the investigation of the range of the damage will be important and the survey of the actual condition of the disaster in the areas around the stricken district will be indispensable. Furthermore，the investigation and the analysis of the areas which suffered less damage will also be helpful in grasping relative or secondary phenomena in the area which suffered heavy damage，other phenomena liable to be overlooked，and the actual status of victims and evacuees. In this report，the damage to the houses，life lines，roads，and human damage which were caused within the City of Toyonaka，a main stricken city in Osaka Metropolitan Prefecture，and the actual status of the evacuees are summarized. |
