| 内容記述 | 都市計画の決定に住民参加は不可欠となっているが、住民は都市計画に関してどのような知識を持ち、都市計画への意向を表明しているのだろうか。また、知識の多少によって市民の意向は異なるだろうか。2002年の都市計画法の改正で地方自治体ごとに「建物の絶対高さ制限」を制定できるようになった。市域の約3分の2が多摩ニュータウンである多摩市は、この新しい高さ制限の仕組みを導入し、高層マンション等の開発にともなう近隣住民の間の紛争を回避しようとしている。新しい高さ制限の検討のために、市民を対象に都市計画に関する知識および建物の絶対高さ制限に対する意向に関して多摩市と首都大学東京は共同調査を実施した。その結果、次のようなことが明らかになった。1） 調査によれば、建ぺい率と容積率による基本的な建物高さ制限の仕組みを正確に理解している住民は30％以下である。2）都市計画の知識が少ないグループほど意向を示さない。3）都市計画の知識があると、ニュータウン区域内外を問わず、地域の特性に応じてきめ細かい規制を求める。4）ほとんどの市民は、建物高さの緩和ではなく規制強化を求めている。 | |||||||||

| 内容記述 | Today, there is no system of urban planning without public participation in the world. In spite of it, how do people understand the urban planning system exactly? How do people produce their opinions under the knowledge of urban planning system? The opinions of people who understand urban planning system well are exact, aren't they? The new system of building height regulation was introduced in 2002, which absolute height regulation can be designated by each local authority. Tama city government, about 60 percentage of which area is developed as Tama new town, is preparing the new system of building height regulation in order to avoid the trouble among the developer of high-rising condominiums and the neighboring residents in adjacent sites of them. For the consideration of new building height regulation, we conducted the questionnaire survey on people's knowledge of urban planning system and the their opinions of the building absolute height regulation with Tama city government. As a result of research, main issues are as follows: 1) According to the survey, the rate of people who know exactly urban planning system such as a basic building height regulation consisted of building coverage rate and building capacity rate is under 30 percents. 2) People without exact knowledge of it have less opinions of urban planning. 3) People with exact knowledge have oppositive opinions that the various building regulations must be designated detailedly according to characteristics of each district in new town area and the other. 4) Many parts of citizen consent not with deregulation of building height, but with strengthening of building height regulation. | |||||||||
