It has become evident that decentralizing the human resource allocation and deployment function causes a dysfunction in terms of organizational effectiveness; i.e., it focuses on only pursing the department's profit and not collaborating with other departments, thereby decreasing the organization's talent pool. It has also been found that by promoting employee flexibility, such disadvantages to organizational effectiveness can be suppressed. Simultaneously, to decentralize human resource allocation and development functions mediates human resource flexibility to affect the mindset of employees and create a shortage of the talent pool.
