{"created":"2023-06-19T12:46:01.088711+00:00","id":5896,"links":{},"metadata":{"_buckets":{"deposit":"7ce81b9f-e5b0-4fab-93a4-650e2f411beb"},"_deposit":{"created_by":3,"id":"5896","owners":[3],"pid":{"revision_id":0,"type":"depid","value":"5896"},"status":"published"},"_oai":{"id":"oai:tokyo-metro-u.repo.nii.ac.jp:00005896","sets":["521:613:616:763:1348"]},"author_link":["19661","19659","19662","19660"],"item_3_alternative_title_19":{"attribute_name":"その他のタイトル","attribute_value_mlt":[{"subitem_alternative_title":"Transition of the Transport Accessibility Improvement Law and Citizen Participation"}]},"item_3_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2005","bibliographicIssueDateType":"Issued"},"bibliographicPageEnd":"42","bibliographicPageStart":"31","bibliographicVolumeNumber":"85","bibliographic_titles":[{"bibliographic_title":"総合都市研究"}]}]},"item_3_creator_3":{"attribute_name":"著者別名","attribute_type":"creator","attribute_value_mlt":[{"creatorNames":[{"creatorName":"Honda, Keiko"}],"nameIdentifiers":[{"nameIdentifier":"19661","nameIdentifierScheme":"WEKO"}]},{"creatorNames":[{"creatorName":"Akiyama, Tetsuo"}],"nameIdentifiers":[{"nameIdentifier":"19662","nameIdentifierScheme":"WEKO"}]}]},"item_3_description_4":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"少子高齢化に伴い、2015年には65歳以上の高齢者人口が25%に達し本格的な高齢社会を迎えると予想されている中で、全ての人が共生していくことのできる社会を目指した「ノーマライゼーション」の理念が普及しつつある。こうした状況の中でハートビル法(1992年)、交通バリアフリー法(2000年)が施行された。交通バリアフリー法は、高齢者や身体障害者等の自立した日常生活を営むことができる社会の実現を保証するため、交通事業者には旅客施設と車両等の構造、設備の改善、地方自治体には基本構想の策定を求めている。交通バリアフリー法に基づく移動円滑化基本構想は、一日の乗降客数が5,000人以上の駅等を中心に半径500~1000mの範囲を重点整備地区として指定し、主な経路については特定経路として優先的な整備方針を決めるものである。2004年8月時点で全国で168基本構想が策定されているが、対象市区町村の約30%にとどまっている。また、地方別に比較した場合、策定が進んでいるのは関西地方であり、関西地方は早期からの策定が進んでいたため、既に一つの市町村で2,3地区目の構想が策定されている事例も見られる。本研究では、東京都において策定された11基本構想を例にどの様な市民参加が展開されているかを、①市民(市民が主体的に参加している、委員会等に公募市民が参加している等)、②期間(1~3年間)、③範囲(準重点整備地区の設定等)の3点で分類し、まとめることにより、市民参加がどのような効果をもたらしているかを考察した。概ね市民参加が取り入れられているが、より多くの意見や提案を取り入れていくためには、「聞く」→「記録する」→「蓄積する」→「活用する」→「見直す(フィードバック)」 ・・・を継続し進めていく必要がある。繰り返し行うことにより、行政、市民、そして当事者との協働が成立していくと考えられる。そうすることで期間の短期化につながり、合理的に進めていくことが期待できる。また、策定された基本構想の多くは、基本構想の理念や方針の中に「協働」と「継続」をキーワードに掲げている。これら「協働」を「継続」することにより、市民の中に「心のバリアフリー」が芽生え、「安全」「安心」なまちの実現につながっていくと考えられる。","subitem_description_type":"Abstract"},{"subitem_description":"In Japan, the population of older people is icreasing at a pace unparalleled in other countries. By 2015, we will have a truly aged society, with one in four citizens in this country will be aged 65 or over. Against this background, the Law for Promoting Easily Accessible Public Transportation Infrastructure for the Aged and the Disabled (Transportation Accessibility Improvement Law) was enacted on May 17th, 2000. Under the Transport Accessibility Improvement Law, when new stations and other passenger facilities are constructed, and when new buses and other vehicles are introduced, they will be obliged to comply with barrier-free standards. Also, under the guideline of local governments, schemes to make neighboring roads, signals, etc. uniformly barrier-free are included. Through these means, stations and nearby roads will became progressively barrier-free. Fundamental concept create 168 by August, 2004, that means all local government in 30%. The Kansai districts starts so fast, so in this area sets about second or third fundamental concept. In this paper, how progress citizen participation in Fundamental concept, about 11 Fundamental concept in Tokyo, classify into groups, ①a citizen, ②a period, ③a range. More citizen's opinions and ideas takes in fundamental concept, 「HEARING」→「RECORD」→「PRACTICAL USE」→「FEEDBACK」 is very important things. The works together continues to make spread in citizen's mind 「software barrier-free」.
