{"created":"2023-06-19T12:46:00.322154+00:00","id":5884,"links":{},"metadata":{"_buckets":{"deposit":"43480ee5-418c-4342-a05d-e22cf31578bf"},"_deposit":{"created_by":3,"id":"5884","owners":[3],"pid":{"revision_id":0,"type":"depid","value":"5884"},"status":"published"},"_oai":{"id":"oai:tokyo-metro-u.repo.nii.ac.jp:00005884","sets":["521:613:616:763:1346"]},"author_link":["19618","19617"],"item_3_alternative_title_19":{"attribute_name":"その他のタイトル","attribute_value_mlt":[{"subitem_alternative_title":"A Study on Urban Renewal Based on Public and Private Partnerships in the C.B.D. : A Case Study in the Heart Area of Tokyo"}]},"item_3_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2004","bibliographicIssueDateType":"Issued"},"bibliographicPageEnd":"80","bibliographicPageStart":"67","bibliographicVolumeNumber":"83","bibliographic_titles":[{"bibliographic_title":"総合都市研究"}]}]},"item_3_creator_3":{"attribute_name":"著者別名","attribute_type":"creator","attribute_value_mlt":[{"creatorNames":[{"creatorName":"Shimizu, Hajime"}],"nameIdentifiers":[{"nameIdentifier":"19618","nameIdentifierScheme":"WEKO"}]}]},"item_3_description_4":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"これまでの行政による事前確定的な土地利用規制から、行政と民間の果たすべき役割に変化が求められている中、本稿は、わが国の代表的な都心業務地区である東京都千代田区大手町・丸の内・有楽町地区(以下、「本地区」という。)を事例として、既成市街地における公民協働によるまちづくりの取組みについて考察したものである。まず、都市を考察するにあたって、都市の社会的共通資本としての性格を意識することの必要性を確認し、本地区の地域概況及び土地利用をめぐる歴史的変遷について概観した。続いて、本地区の大地権者である三菱地所により策定された、本地区を超高層ビル群に建替えるという『丸の内再開発計画』の発表以降の地権者による協議会の設立、そして公民協働によるまちづくりの基礎となる地権者及び東京都・千代田区を含めた懇談会の設立への経緯を確認した。そして、各機関の参加姿勢や、懇談会に対する期待の相違に着目しながら、公民協働によるまちづくりガイドラインの策定過程を明らかにした。さらに、まちづくりガイドライン策定後の東京都・千代田区の施策への影響及び具体的な開発事例を確認した。最後に、公民協働によるまちづくりガイドライン策定の意義と課題を検討した。その意義としては、1.公民が街の将来像を共有したこと、2. まちづくりにおける行政と民間の役割に変化がみられたこと、3. まちづくりガイドラインの策定にあたり公共と民間が歩み寄り、本地区が秩序ある再生へ向けた素地を作ったこと、4. 民間主導の開発が誘発され、まちづくりガイドラインに沿った計画の実現が加速されたこと、5. 本地区における再開発手法が他地域へ波及する可能性が挙げられる。さらに、今後の課題として、本地区が社会的共通資本としてどうあるべきか、またソフト面を含めた総合的なまちづくりの議論には至らなかったこと、まちづくりガイドライン策定過程における情報公開の問題があることを示した。","subitem_description_type":"Abstract"},{"subitem_description":"This paper discusses urban renewal based on public and private partnerships in the C.B.D.,in the heart area of Tokyo (Otemachi,Marunouchi and Yurakucho,in Chiyoda-ku,Tokyo),at a time when there are calls for changes to be made to public and the private roles. First of all,in considering a city,the author focuses the necessity for awareness of “character” of land as social common capital. This study examined local general conditions and the historical changes that had occurred in the area. After the major land right-holder Mitsubishi Estate's announcement of the “Marunouchi Redevelopment Project” to redevelop this area into a tract of skyscrapers,the land-right holders of the area considered the establishment of a round-table conference that would include the Tokyo Metropolitan Government(TMG) and the local Chiyoda-ku officials. The decision-making process of the guideline based on public and private partnerships was clarified,while attention was paid to differences in expectation and to the attitude of participating organizations. The author then examined the influence of the guideline on policies by the TMG and Chiyoda-ku,and on some new development projects. Finally,the significance and the issues of the guideline,based on public and private partnerships,were examined. There were five significant points. 1. Public and private sectors share the future image of this area. 2. The roles of public and private sectors change in urban renewal. 3. The guideline lays the foundation for the orderly redevelopment of this area. 4. Private-sector developments were induced and accelerated to achieve the realization of the guideline. 5. The approach to urban renewal in this area will affect other areas.
