The development history is explained by three categories，(1) the design of the communication，(2) the design of the community organization，(3) the design of the planning process and system. The methods of“design of the communication”-“community karate”“workshop” and so on - are explained as a method for transmitting information by combining numeral，map，language，picture. In the methods of“design of the community organization”，the design history of the organization of community board，community based planning council and community development company are outlined. In the methods of“design of the planning process and system”，the four models of the attitude of the government 1: emphasy the pluralism，2: emphasy the parliamentary system，3: emphasy the corporatism and 4: emphasy the free competition and each details are shown. In the field of the earthquake disaster reconstruction ，the four points were indicated (1) how can the communication be designed in condensed planning process，(2) various organization was designed，(3) how can the planning process of the pluralism be built right after the disaster，(4) how is the organization model described in future under the free competition model.
