 note = {阪神・淡路大震災が発生してから既に4年を超える年月が経った。住宅市街地の再建プロセスを実証的に辿ることによって多くの知見が得られつつある。本論文は都市や住宅に関わる専門家の、被災地での住宅・まちづくり活動への支援に焦点をあてた調査とその分析結果を報告するものである。具体的な支援は、たとえば、被災者の住宅共同再建をコンサルティングする専門家の費用を行政が負担する、都市計画プランナーや建築士が専門家同士の情報・意見交流のネットワークをつくる、まちづくり協議会の活動費用を助成するための民間基金を設立するなど、様々な形態で展開された。本稿では、まずそれら支援の実態を概観することから、全体が6つの形態に分類されることを示した。次いでそれら各々について代表的な事例を取り上げ、その活動の特徴や果たした役割を分析した。行政による支援ではなし得なかった領域を中心に、専門家の自主的な支援活動が被災地の再建に大きな役割を果たした状況が見て取れる。最後に以上を総括して全体としてのまとめを行い、専門家による計画支援の全体構成を整理してその意義と今後への知見を明らかにした。また残された課題として、行政への対抗的活動への支援のあり方や、専門家の職能と支援のボランティア的性格等が論じられるべきとの指摘を行った。調査の主たる対象期間は1998年3月までの、被災後の約3年間である。また調査は、被災地での関係者に対するヒアリング、関係する各種の会議・集会での取材のほか、関連文献や資料を収集・分析することによって進めたものである。調査にご協力下さった方々に厚くお礼申し上げたい。, Four years have passed since the Hanshin-Awaji Earthquake. This study focuses on the assistance offered by experts in the fields of urban planning and housing -in the reconstruction of residential areas damaged by the earthquake. Grants given to victims by local governments and grants given to residents' associations by private funds have been used to employ experts and establish networks among experts. According to our survey, we found that these activities can be classified into six types. We analyzed the features and roles of activities in each type. In concluding, we systematized the whole structure of planning assistance and ranked its importance. We also highlighted some problems to be overcome, Such as limitations of governmental assistance, roles of experts belonging to certain vocational societies, and the importance of assistance.
