 note = {阪神・淡路大震災では、行政による災害応急対応の限界が明らかとなり、被災地域の地域防災計画とその前提である地震被害想定の課題も数多く指摘されてきた。そこで本論では、はじめに、地域防災計画震災編策定と地震被害想定の経緯をまとめ、両者の位置付けについて示し、地震被害想定には空間的および時間的な限界があることを指摘した。引き続いて、東京都を事例として阪神・淡路大震災以前における地域防災計画震災編の内容を阪神・淡路大震災における神戸市での対応を比較することによって、災害応急対策計画が現実の応急対応には即していないことを指摘した。さらに、阪神・淡路大震災以降の都道府県地域紡災計画震災編の記載項目を詳細に分析し、阪神・淡路大震災以降、依然として改善の余地があるものの、社会的関心が高まっている「災害時要援護者」への対策や阪神・淡路大震災において大きな課題となった「精神衛生・カウンセリングの実施」「ボランティア受入れ体制の整備」「建築物の応急危険度判定」等については、格段の内容充実が図られていることを分析した。一方、都道府県レベルでは、「被災者ニーズの把握」や「海外からの支援の受入れ」等の行政組織における階層間の相互連携が必要な対策については、より詳細な検討の余地が残されていることが明らかとなった。また、阪神・淡路大震災以降の被害想定は、“震災の帯"といわれる震度7の出現等の阪神・淡路大震災の被害の様相に依存している面が強く、今後は地域防災計画の災害応急対策計画との連携を強めていく必要があることを示した。最後に、地震被害想定と地域防災計画の今後について言及し、判りやすい地震被害想定の実施、量的被害想定の限界を踏まえたシナリオ型被害想定の充実と量的被害想定結果の信頼区間の提示が必要であることを指摘した。また、地域防災計画震災編においては、地震被害想定手法を用いた災害予防計画の効果評価、計画期間の明示、さらには、宮民一体となった被害軽減に向けて、行政対応の限界および住民の事前準備と初期対応行動を明記した「住民向け地域防災計画」の策定とその周知が必要であることを示した。, After the Hanshin-Awaji Earthquake Disaster, they were shown clearly that emergency responses by public sectors had limitations and earthquake damage estimations and local plans for disaster prevention in stricken area had severe problems. In this paper, at first, roles of earthquake damage estimations and local plans for disaster prevention are discussed and it is shown that earthquake damage estimations have time and spacial limitations. Secondly, we indicated that the Local Plan for Disaster Prevention of Tokyo Metropolitan Government before the Great Hanshin-Awaji Earthquake Disaster could not correspond to actual emergency responses in Kobe City during the Great Hanshin-Awaji Earthquake Disaster. Thirdly, prefectural plans for disaster prevention before and after the Great Hanshin-Awaji Earthquake Disaster were compared. Through this comparative study, some characteristics were pointed out as follows (1) contents of prefectural plans for disaster prevention were enriched remarkably after the Great Hanshin-Awaji Earthquake Disaster, (2) responses for person who need emergency help was planned by almost all prefectures and (3) almost all prefectural governments were not yet ready to accept emergency aid from foreign countries. Finally, appropriate earthquake damage estimations and local plans for disaster prevention are discussed. Earthquake damage estimations should be easy to understand for public sectors and residents, combined with earthquake scenario and shown reliable boundary. In local plans for disaster prevention, evaluations of disaster preparedness, specification of planning period and publication of manuals for residents, in which limitations of emergency responses by public sectors and disaster preparedness and action plans by residents are indicated, are important measures., postprint},
