@article{oai:tokyo-metro-u.repo.nii.ac.jp:00005583, author = {Kosaka, Shunkichi and Miyano, Michio and Sumiyoshi, Yuko and Shiono, Keishi and 小坂, 俊吉 and 宮野, 道雄 and 住吉, ゆう子 and 塩野, 計司}, issue = {61}, journal = {総合都市研究}, month = {}, note = {阪神・淡路大震災後の数ヵ月間に、疾病等によって数百名の高齢者が死亡した。これらの人々の発生は避難所の劣悪な居住環境が大きく影響したといわれている。わが国は高齢化社会から高齢社会へ移行した今、高齢者等の地震後の応急生活における良好な環境保持を狙いとした危機管理システムの構築が急務である。本論は阪神・淡路大震災において甚大な被害を受けた地域とその周辺地域に所在する社会福祉施設を対象に調査し、物的被害・人的被害・復旧過程・支援活動の実態を報告するものである。分析によって以下の結論をえた。1)社会福祉施設は設備に対する転倒防止や破損防止の対策が不十分であり、早急に安全対策を講ずる必要がある。2) 水道や都市ガスが最長3ヶ月にわたって停止し、水道・都市ガスの停止は食事内容の回復や入浴活動の再開に大きな制約となった。3)地域の建物全壊率が10%を超える地域では多数の要介護者が次々と発生したが、これらの要介護者の収容に地域の施設では限界があるため、他の施設へ緊急入所者を転地させた施設がその3割に達した。, During several months after the Great Hanshin-Awaji Earthquake,several hundreds of elderly people died due to diseases and other causes. It is said that these deaths were greatly affected by poor residential environment of places of refuge. This country has been shifting from an ageing society to an aged society,and it is an urgent task for us to construct an emergency control system aiming at maintaining a good environment for stopgap living of elderly people and others after an earthquake. For the social welfare facilities located in the areas which suffered serious damage in the Great Hanshin-Awaji Earthquake and surrounding areas of them,this paper investigated the actual conditions of their physical damage,human damage,recovery process and support activities and obtained following conclusions. 1) Measures for preventing falling-down and destruction of equipment are indequate in these social welfare facilities,and it is necessary to take safety measures immediately. 2) Water supply and town gas were stopped for 3 months in the longest case,and this stoppage severely restricted the recovery of people's meal menus and reopening of bath service. 3) In the areas where the complete collapse rate of building exceeded 10%,a great number of persons that should be nursed appeared one after another.
