First of all,we pay attention to the realties of the rate of principled shifts / unprincipled shifts which means the revised zoning category is regularly corresponded to the original one or not. We found that the most shifts are principled ones,that the majority of unprincipled shifts are easing type ones and that the ward governments differ from the city or town governments in respect of the way of applying subdivided zoning categories for dwelling area. Moreover,it became clear that a considerable easing type revisions are done about the floor area ratio in the old 60% region of the city or town government area. Next,we analyzed how the contents of the revision relate to the existence of the original revision policy or other factors. It reveals that most ward,city and town governments make out original revision policies,that the city planning master plan is not prepared yet,that the district plan is utilized to some extent for supplementing the function of zoning control and that the explanation meeting for inhabitants under the present system provides merits and demerits. Finally,we executed the cross section analysis between the rate of the unprincipled shift and the behavior of local government.
