 note = {阪神・淡路大震災は神戸市とその周辺地域に甚大な被害を与えた。その被害は老朽化した木造家屋、それらに居住する高齢者に集中し、インナーシティの災害脆弱性が地震によって一挙に顕在化した。本論は地震時の危機管理のあり方を検討するため、1995年阪神・淡路大震災における、神戸市への広域的な消防組織の応援ならびに高齢者の救援について、面接調査からそれらの実態を把握したものである。消防組織の広域的な応援の調査から、応援ヘリによる初期情報収集と救助活動が有効であること、陸上部隊の派遣においては、通行経路の確保・交代要員や資機材の適切な補給、情報連絡の一元化がその成否に重要な鍵となることを明らかにした。高齢者の救援については、高齢者が死傷しやすいのは身体機能の低下によるものだけでなく、居住する住宅の地震に対する脆弱性による影響があり、高齢者向け住宅の早急の耐震的改善・公的な高齢者住宅の提供が求められること、高齢者の救援と受け入れを可能にする支援ネットワーク作りが重要な課題となることを示した。, The 1995 Great Hanshin-Awaji Earthquake severely damaged the city of Kobe and the surrounding areas. The most severely affected structures were old wooden houses in the inner city. The hardest-hit segment of the population were the elderly，also in the inner city. The aftermath of the quake highlighted the vulnerability to disasters of this area. This article is based on interviews on two topics conducted to examine the issue of crisis management: how other fire departments responded to support kobe; and how the elderly were assisted after the earthquake. Interviews on fire-fighting activities show that: a) initial information-gathering and rescues by helicopters sent from other fire departments were effective; and b) the key factors in the dispatch of ground staff are to secure traffic routes，to supply fresh personnel and replacement equipment，and to unify and coordinate the lines of communications. Interviews on the support to the elderly show that a high rate of injury and death among the elderly was attributed not only to their physical weakness but also to the fact that the houses they lived in were unsafe and even dangerous. The keys to supporting the elderly are to upgrade their housing to make them more resistant to earthquakes，to increase the supply of public housing for the elderly and to create a network to find houses and senior citizens' homes., postprint},
