Firstly，auther traced the history of Urban Disaster Mitigation Efforts (U. D. M. E.) in Japan since Edo era. Since Edo era，many U. D. M. E. were done，but basic Laws and Acts of U. D. M. E. had been prepared after Meiji Restoration. In 1960's Prototype of present U. D. M. E. was established. Secondly，present Major U. D. M. E. are described and evaluated. Urban Disaster Countermeasures Master Plan which is mostly basic and important plan and Ministry of Construction asked to establish to maior cities in Japan since 1980 is evaluated from view point of technical standard of guideline of the plan issued by Ministry of Construction. The buildings' reconstruction subsidy program to unframable is also evaluated. This program is to reconstruct the built-up city unframable and strengthen against possible earthquakes. Ten years from the biginning of this program，the subsidies were offered. In some areas，the resu1t reached to the unsufficient level.
