Since upgrading of individual elements has complex implications for the whole system,the possibility of damage exists even for parts that suffer no direct damage at the time of a disaster. Among the urban functions,especially the so -called life lines- the functions related to daily life utility systems like electricity,gas and water supply lines,transportation and communication lines - have generally been greatly expanded. Furthermore,they cover a wide area,and when we consider their geographical indeterminacy,it is becoming extremely difficult to uniformly strengthen and secure the earthquake resistance of the system as a whole. When we have to examine anti -earthquake counter measure to these life line systems,disaster prevention emphasizes recovery measures - besides giving due consideration to strengthening the earthquake- proof design of the facilities- in order to shorten the period of intermittence caused by the damage.
