The following are the major reasons for such a system: local disaster personnel find it difficult to respond to emergencies,particularly,when the scope of damage is largely unknown. While emergency relief is most effective when initiated immediately after an earthquake,lack of damage information during this phase of a disaster is a major dilemma. Furthermore,local anthorities have no disaster specialists among their personnel,although,in an emergency,adequate decisions are even difficult for specialists to make. Second,we clarified the objectives,function,and general structure of the proposed information system. Reviewing the observations described above,we derived the following features for the system : Damage information is provided immediately after the occurrence of a disaster. Damage information is generated by observation of seismic ground motion,and loss estimation takes place rapidly based on the observed ground motion. Options for emergency response by the local authorities are provided subsequently. Support information is generated based on written rules (i.e.,a response plan and applicable knowledge existing in the field of disaster planning). The system consists of the following three sub-systems : 1) Input Evaluation Sub-System,for the evaluation of ground shaking severity in terms of distribution of seismic intensity. 2) Damage Estimation Sub-System,for the estimation of human,material,and functional loss. 3) Response Options Sub-System,for the suggestion of optimum development of an emergency response. Third,specifications defining the desirable performance of the information system are developed.
