Information concerning how residents evaluated the disaster reconstruction plan was obtained through a questionnaire. Some results are as follows: 1. Residents consider that the heavy rain disasters of 1982 gave impetus to both the land readjustment project and river improvement works; 2. Residents were displeased with the disaster reconstruction plan，because it took a long period of time，many houses had to be removed and the lot reduction rate was high; 3.
