Life Line，and citizens lives will be destroyed. Reconstruction and recovery inevitably require a long period of time. Reconstruction plans must be carried out by utilizing the limited resources available. The central plan changes over a sequence of time and must consider all the following factors : an assessment of the damage to buildings，injuries and loss of life，and the influence of economic and societal consequences of the damage. In 1989 the presenter collected existing reconstruction data pertaining to the 1985 Mexico Earthquake damage. Also obtained were brief interviews from the refugees of the Taltelolco community regarding the damage and their survival experiences. The government established emergency housing and medical facilities using the city's available space，such as roads and vacant lots. Because of these government counter-measures，the anxiety of the refugees was minimized since they were able to live in many scattered，established housing areas. After four years，reconstruction in the commercial district has not progressed. The main reason appears to be because of the falling oil prices and slow economy. On the other hand, residential housing is recovering; there are many three story town-houses. The residents of Tltelolco have already been removed to new housing in order to shorten their refugee camplife.
