First, the discussion focuses on the historical development of earthquake counter-measures in the area of industrial technology and engineering over the past three decades. In Japan, rapid development in this field can be observed after the 1964 Niigata and 1968 Tokachi-oki Earthquakes which inflicted remarkable damage on major industries including the peqrochemical complexes. The survey covers several technological innovations and works such as construction of huge aseismic design test facilities， base.isolation techniques， and the establishment of codes and standards for the aseismic design of nuclear and non-nuclear facilities Second, counterplanning systms in non-productive industries, such as utility companies, hotels and huge department stores are investigated. Disaster prevention systems in these sectors are usually divided into two parts: a hardware system of disaster prevention facilities and a man-power system that functions as information network. Also, key strategies and long and short term counter-measures within this were surveyed and compared. Finally, the report suggests some issues demanding urgent attention.
