In a strong earthquake, underground pipelines will presumabley be damaged at many points. In view of the loss of life faculty, such damage will have to be promptly repaired. The study of the loss of faculty of these underground pipelines is classified as follows: a) strain of pipeline b) liquefaction of sand layers c) emergency systems d) network theory e) backup systems. Here we are concerned with the study of a) by means of FEM analysis. Problems b) through e) are referred to in the report of Kanagawa prefecture Since about 1970, researchers in Japan have analyzed seismic deformation design processes in search for ways of making oil pipelines aseismic. In 1977, this concept was defined as Displacement Response Method (DRM) . An earlier aseismic examination method for underground pipelines was considered insufficient, since it was based on the assumption that ground surface, surface layers and base are parallel, while in many urban regions they are in fact irregular. A report of the Tokyo Disaster Prevention Conference dealt with this irregular condition by calculating separate predominant frequencies for every 1 km of mesh. Damage evaluations from several past earthquakes were also introduced. My paper reports on FEM and DEM analysis of a 500 m mesh in Setagaya Ward and compares the results with those of the Disaster Prevention Conference report. There is agreement in region, but not in the scale of mesh.
