This implies drastic reorganization of the industrial structure (especially employment structure of manufacturing industries) in the three “shitamachi”wards. 2) With the three central wards of Chiyoda，Chuo and Minato as the core，tertiary industry population and businesses have grown and advanced into or affected the neighboring three wards in the west，that include some of the busiest areas，and the outer wards. Taito ward，which once prospered as the busiest quarter，is now being changed under the strong influence of the adjacent city center，just like the other wards bordering the city in the west.
