対象地域の建物倒壊率は6割を超えており，また木造建物が「壁にヒビが入る」程度の被害でも，その4割の屋内で重量家具が移動や転倒を起こした。(2) このような大きな揺れのために，室内行動は「外に飛び出す」行動が顕著である。だが建物が「大きく傾く」あるいは「倒壊する」状況では，この行動が制約された。(3) 揺れの最中の室内行動を積極的防災行動と消極的防災行動に分類すれは，側で火気器具を使用中であったり側に人がいた者，さらに日常生活で家庭の中心的役割を担っている人々や男性が積極的防災行動を起こしたが，建物被害が「倒壊」へと顕著になると積極的防災行動が起こせなくなった。(4) 死傷者発生率はおよそ1割に達した。近年の地震による負傷者発生率と比較すれば，震度が一段階上昇すると，死傷者発生率を1オーダー上げる傾向がある。また体力的に劣る10才未満の年少者，高齢者に死傷者発生率が高い。とくに10才未満の年少者の死傷は周囲の人々の保護行動が充分に発揮できなかったことによる。(5) 死傷はその7割近くが揺れの最中に発生し，その原因は家の倒壊がそのほとんどを占め，1ヶ月以上の重傷者は負傷者の20%に上る。また負傷部位は足周りが多<，歩行困難あるいは歩行不能になった者は負傷者のほぼ半数に及ぶ。(6) 30代は積極的防災行動を起こす傾向があり，そのために負傷者発生率は体力的弱者とともに高くなった。(7) 以上のように物的・人的被害が顕著であったために，外出者の多くが家族の安否を求めて，まず始めに帰宅行動をとった。(8) 福井地震においても近隣住民の間で愛他的行動が生起し，家屋の下敷きになっている人を3割の人が救助し，また住民協力による消火活動や救助活動も活発であった。(9) 避難行動は災害形態によって異なり，退避行動と広域避難行動に分類できる。退避行動は家屋の顕著な破壊により，また広域避難行動はおよそ100mまで接近した火災により生じた。そのため退避行動では自宅近くの場所へ地震直後に避難し，広域避難行動ではやや遠方への避難を強いられた。特に退避行動は家族内に弱者が存在する者ほど起こす傾向がある。(1O) 家族数の少ない者ほど，また発震時に自宅にいた者ほど早めに避難を開始した。避難に際しては周囲の人々(他人)の言動に左右されずに自分自身によって決め，また避難行動は家族ごとに行われた。(11) 今回の調査結果では避難場所までに要した時間は約16分である。自宅の被害が柱が傾く程度の人は近くに避難し，居住時期が10年以内の者は比較的に遠くまで避難した。一方，家族に死者や重傷者のいる者は避難所要時間が長い。(12)
