Because of this incident,about 89,000 telephones of househoulds,banks,the police office,the fire office,the city office and so on had their service interrupted in the area of the Setagaya telephone exchage and on-line systems of several banks could not be used in metropolitan region. For approximately 9 days,telephones remained inoperable forcing banks to cease transactions and giving strong anxiety to househoulds. This paper deals with the social response to this incident; how did the people live without telephones and how did the people conduct business without telephones and on-line service. The basic results of this study are as follows; 1) Generally speaking,the more frequently the telephone han been used,the more inconvenienced the individuals were. The businessmen have used the telephone more frequently than individuals such as housewives. 2) In general,business establishments were more embarrassed by the disruption than were residents. 3) Only 25% of the residents experienced some great inconvenience rather or loss. On the other hand,75% of the business establishments experienced great inconvenience or commercial loss. On the average each establisihment experienced a 20-30 % drop in income during this period. 4) Some establishments still experienced commercial losses long after the telephone system was reestablished.
