 note = {昭和57年の台風10号で、被害を受けた三重県美杉村における避難について調査した。台風10号による被災率とその際の避難率から，両方とも高い地域(A地域)と両方とも低い地域(B地域)に分類できた。両地域内の組長の指示や，住民の避難行動については，組長へのアンケート調査により，以下のような特徴があることが明らかになった。(1) 被災率，避難率とも高い地域(A地域) ①被害が大きいにもかかわらず，過去に避難経験の多い組では，組長の避難指示はやや遅い。②一般に，組長の避難指示は早めに行なわれているが，住民の避難行動は様々である。③組長は避難指示の判断規準として，多くの場合，雨の強さと村役場からの避難命令をあげている。④若くて，避難経験の少ない組の組長は，避難指示が早い。(2) 被災率，避難率とも低い地域(B地域)①相対的に被害が多い組では，過去に避難経験が少ない場合には，組長の避難指示が早い。②組長の避難指示は一般にA地域より遅いが，住民は組長の指示によく従っている。③組長は，河川氾濫や崖崩れなどが発生してから避難を指示していることが多い。, Refuge behavior in time of heavy rain was examined in Misugi Village，Mie Prefecture，where was heavily damaged by Typhoon 8210. Misugi Village was divided into two characteristic regions on the basis of the extent of damage and the evacuation ratio. One (A-region) is characterized by heavy damage and a high evacuation ratio，the other (B-region) by light damage and a low evacuation ratio. Characteristics of refuge behavior which was recognized among leaders and residents of a community (composed of about 20 householders) in these two regions were as follows: (1) In the A-region; ① In spite of heavy damage incurred，community leaders with adequate previous refuge experience，were slow in ordering evacuation of residents; ② When community leaders encouraged residents' early evacuation，some followed the leader's instructions while others did not; ③ Community leaders ordered evacuation based upon their own judgment of the intensity of rainfall and the local government's instructions; ④ Young and inexperienced leaders instructed early evacuations; (2) In the B-region: ① In cases where a community leader was less experienced in refuge from disaster，he called for an early evacuation when the community was suffered from greater damage than others in the region. ② Though a community leader was slow in ordering the residents to evacuate，they followed the leader's instruction; ③ In many cases，a community leader ordered the residents to evacuate after occurrence of damage., postprint},
