 note = {研究機会が多いにもかかわらず水害に関する警報と社会的レスポンスについては，組織的な研究調査はまだ十分にはおこなわれていない。しかし，情報技術の発展から，警報発令の機会はふえ，死者が減少する傾向にあることはたしかである。地震災害については，地震予知の成功例がふえるにしたがって，地震予知への期待が高まっている。一方，市民の防災活動への期待が増大しているが，市民の行動力が期待にこたえうるかどうかは，まだ明確ではない。, Systematic studies on warnings for flood disaster prevention and inhabitant response are still insufficient，in spite of frequent opportunities for studies. However，it is certain that the number of deaths occurred in natural disasters is decreasing due to the progress of warning technology and an increase in the number of warnings issued. In regards to earthquake disasters，expectations for earthquake prediction are growing with an increase in successful earthquake predictions. On the other hand，in spite of such growing expectations on the part of the citizens to take an active role is disaster prevention programs，it is not clear whether their activities are sufficient to cope with these disasters., postprint},
