In this paper，the author intended to inspect in detail the application process of the building line system in several districts representaive of the 23 Wards of Tokyo. Two districts were chosen in Suginami Ward considered to be of the socalled “Kogaichi-seiri ippan” (simple application for suburdanizing areas) and two in Ōta Ward, “Kukakuseiri hojo” (Supprting application for land readjustment areas). And the last one in Adachi Ward was chosen for the purpose of the comparison between the effectiveness of a “Kogaichi-seiri ippan” type utilizing the positively desingnate building line and the effectiveness of a land readjustment as a method of controlling urban sprawl.
