Particular attention was paid to the non-stationary characteristics of earthquake motions. First the running power spectrum density function (RPSD) was estimated by dividing the whole earthquake duration into certain “stationary” segments. Then the computed RPSD was described as a 2-dimensional evolutionary spectrum on the time-frequency plane. Next,the described RPSD patterns for various types of strong earthquake records were classified into 36 typical pattern models by paying attention to the following representative information of the RPSD; (1) number of peaks of the RPSD,(2) degree of development of power strength on the time-frequency plane and (3) relative location of peaks of the RPSD.
