Conarning problems，the paper shows firstly the following effects through investigating examples of downtown areas of Tohyo (Honjo-ku) during the Great Kanto Earthquake of 1923: (1) historically experienced consciousness of people to the earthquake and fires，(2) topographical features of concerned areas，(3) refuge behavior patterns. Secondly，based on a comprehensive refuge plan of Tokyo Metropolitan Government the paper covers several simulated refuge actions both in Sumida-ku，including the area of former Honjo-ku，and Chuo-ku depending upon differenas in the occurrence distribution of refugees，in which the composition and habits of the inhabitants during the day and the night are taken in consideration.
