The disasters in Bucharest from the Romanian Earthruake,March 4,1977. b. The disasters in the Higashi-Izu resort area from the Izu-Oshima Kinkai Earthquake,January 14, 1978. c. Earthquake disasters in Sendai from the Miyagi-ken Oki Earthquake,June 12, 1978. In order to summarize the characteristics of earthquake disasters observed in the disasters mentioned above,the following four guide lines are applied: 1. Resistivity against earthquake damage to houses and buildings differs from place by place and age of facilities. Building codes concerning earthquake have also been changed. In certain area,there are buildings which were built based upon different building codes. 2. According to the developmental progress of a region,potential damage increases. 3,With the increasing construction of higher buildings,the number of possible deaths and injuries is increasing in urban areas. Damage to the upper floors of high-rise (residential) structures increases proportionately with height due to horizontal shaking. 4. Technological control can never be perfect.
