And, through the examination, this research aims to prove how strong the influence of the protest movement is and how to bring an administrative [internal] reform. Here, I examine with the question that the introduction of direct participation system is developed by the concerns being independent of the pressure of the protest movement by the inhabitants in/near the site of project. Then, for the examination, I discuss the case study in the introduction of Public Involvement (PI) for Tokyo Outer Ring Road project [the section between KAN-ETSU Expressway and TOMEI Expressway]. As a result, I prove that the factors of PI are not only the protest movement but also the process of the systematization of PI which begins giving attention to it.
