Yasuhiro"}],"nameIdentifiers":[{"nameIdentifier":"10108","nameIdentifierScheme":"WEKO"}]}]},"item_3_description_4":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"障害者・高齢者など自立した観光が困難な人々は移動や宿泊などの介助を必要とする．これらの人を観光困難者(あるいは移動困難者)という．ユニバーサルツーリズム（以下ＵＴと言う）あるいは，バリアフリーツーリズム（以下ＢＦＴと言う）はこうした自力での観光が困難な人々に移動や介助，宿泊などの支援を必要とする人に対して組織的に支援する仕組みのことをいう．本論は，ユニバーサルツーリズムは，1990 年台後半「旅とぴあ北海道」（旭川市の下間氏が主宰）が我が国のＵＴの最初であり、その後2000 年台から伊勢志摩バリアフリーツアーセンターなど小規模・零細なＮＰＯ法人が20 か所以上出現しているが，その歴史は浅く普及もこれからであることから，①予備的研究としてUT の関連制度とUT の支援項目や組織体制整理すること，②ＵＴの抱える具体的課題を実験的なモニターツアーによって明確にすること，③観光業者のＵＴに対する意識とその実態を明らかにすること，を目的とする．本研究では，まず，往復や現地の交通基盤のバリアフリー化，宿泊や入浴介助に関係する介護保険制度，観光地の移動に関連する移送サービス等の制度の整理，さらに支援項目や着地型，発地型の支援組織の整理を行った．次に，ＵＴの抱える具体的課題につい\nて，ＵＴモニターツアーの参与観察によって得られた課題等について整理した．そして，障害を持って以後，初めて旅行に参加する不安の大きさや，旅先での入浴介助の実態，料金設定やバリアフリー状況等の移動困難者がツアーで重視するポイント，サポーターの参加理由や，介助範囲の違い等，実際の体験者の視点を通してでなければ把握することの難しい知見や実態について整理した．続いて，観光事業者（事業者，旅行社，旅行事業者等とも言う）がＵＴに今後どのようにかかわる可能性があるのかを明らかにするために，旅行事業者を対象としてUT に関するアンケート調査を行った．その結果、旅行業者は，UT
