| 内容記述 | 地震による死者1人当たりの全損戸数をHD値と定義し、HD値の変遷から、家屋被害と死者数の関係を考察した。地震火災による被害が大きな場合や津波警報が遅れた場合にはHD値が著しく小さくなる。直下地震のHD値は建築基準法施行以前は10程度以下であったが、その後は数10に増加する。兵庫県南部地震のHD値は、死者が多発したにも拘わらず大きい。これには全壊家屋の定義やマンションの全壊が効いている。しかし、兵庫県南部地震での死者の発生形態は、三河地震などの過去の地震によるものと似ており、木造家屋の倒壊にともなうものが多い。木造家屋の被害集中地区をとりだせば、HD値は小さくなる。たとえば、芦屋市津知町では6.9である。兵庫県南部地震による人的被害の特徴からは、大量に死者が発生した背景、ならびに、死者総数を20%増しにする震災関連死についての考察が必要であることが浮上する。 | |||||||

| 内容記述 | I have defined the HD Value as the ratio of number of lost houses to that of deaths. Changes of human losses were examined by the HD Value for each earthquake which had brought more than 100 deaths to Japan since 1872. The HD Value is likely to decrease by fires broken out after an earthquake or tsunamis without a warning. The HD Value of the 1995 Hyogo-ken Nanbu Earthquake was fairly large but causes of the dead were same as those observed in the past earthquakes. That is，collapse of wooden houses claimed most of deaths. It is very important to examine the background of a heavy loss of lives and indirect deaths after the earthquake. For example，the reason why many weak wooden houses have been remained may be the most relevant answer for a heavy loss of lives. | |||||||
